On June 8, The General Office of the State Council issued the Guiding Opinions on Further Building a high-quality charging infrastructure System, which made specific deployments from five aspects: optimizing and improving the network layout, accelerating the construction of key regions, improving the level of operation services, strengthening the leadership of scientific and technological innovation, and increasing support and security, which mentioned the development and requirements of charging piles.

Charging pile layout and development

According to the Opinions, by 2030, a high-quality charging infrastructure system with extensive coverage, moderate scale, reasonable structure and perfect functions will be basically built, which will effectively support the development of the new energy vehicle industry and effectively meet the people's travel charging needs. A charging network with urban surface, highway line and rural point-like layout should be built, and the proportion of parking Spaces with standardized charging conditions in large and medium-sized urban operational parking lots should strive to exceed the proportion of urban registered electric vehicles, and the coverage of charging services in rural areas should steadily increase. Charging infrastructure is complementary, intelligent and open, charging services are safe, reliable, economical and convenient, standards and norms and market supervision system are basically improved, industry supervision and governance capabilities are basically modernized, and technical equipment and scientific and technological innovation have reached the world's advanced level.

The basic situation of charging pile in China

In recent years, the number of new energy vehicles in China has increased rapidly, and the difficulty of charging has become an urgent problem to be solved. According to the Ministry of Public Security, by the end of 2022, the number of new energy vehicles in China reached 13.1 million, of which 10.45 million were pure electric vehicles. According to the statistics of the China Charging Alliance, by the end of 2022, the cumulative number of charging infrastructure in China is 5.21 million units. The ratio between the number of new energy vehicles in China and the number of accumulated charging piles in the country is about 2.5:1. The current number of charging piles can not fully meet the charging needs of new energy vehicles.

The main construction requirements are as follows:

1. Build a convenient and efficient intercity charging network, focusing on the main framework of the national comprehensive three-dimensional transportation network "6 axes, 7 corridors and 8 channels", speed up the shortcomings of the charging infrastructure of the road network between key cities, and strengthen the effective connection between charging lines. New highway service areas should simultaneously build charging infrastructure, accelerate the transformation of charging infrastructure in existing highway service areas, and new facilities should adopt high-power charging technology in principle. Promote the scientific deployment of charging infrastructure in accordance with local conditions in ordinary national and provincial trunk highway service areas (stations).

2. Build an interconnected charging network in the urban agglomeration metropolitan area, strengthen unified planning and collaborative construction of charging infrastructure, accelerate the intelligent upgrading and transformation of charging networks, and realize the effective connection of cross-regional charging services. With the Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing area as the focus of the construction of charging networks.

3. Give full play to the main role of enterprise innovation, and create a smart integration innovation platform for vehicles, piles and networks. Accelerate research on technologies such as fast charging and replacement, high-power charging, intelligent orderly charging, wireless charging, and optical storage and charge collaborative control, and demonstrate the construction of wireless charging lines and parking Spaces. Strengthen information sharing and unified settlement system, power distribution system security monitoring and early warning technology research. Continue to optimize the technical performance of electric vehicle batteries, and strengthen technical research on new system power batteries and battery echelon utilization. Promote the popularization of mechanical, three-dimensional and mobile parking and charging facilities.

4. Strengthen industry standard management. Specifically, it is necessary to improve the access conditions and management policies of charging infrastructure manufacturing, installation and construction, operation and maintenance enterprises, build an evaluation system with the focus on standardized management and service quality, and promote the establishment of a credit system for charging equipment product quality certification operators. Compacts the product quality and safety responsibility of electric vehicles, power batteries and charging infrastructure production enterprises, strictly controls the quality and safety management of charging infrastructure construction and installation, and establishes a liability check system for fire and explosion accidents. Improve the operation and maintenance system of charging infrastructure, implement the main responsibility of charging operation enterprises, and improve the availability rate of facilities and troubleshooting ability. Clarify the identification standards and management methods of long-term failure charging piles, and establish and improve the exit mechanism. Guide charging infrastructure investment and operation enterprises to take out product liability insurance.
